Due to significantly increased marketing and administrative requirements dictated by the Centers for Medicare & Medicaid Services (CMS) related to nondirect mail-written Medicare Part D business, United American has made the decision that UA Medicare Part D Prescription Drug Plans will no longer be sold by our individual Agent sales force beginning with plan year 2009.
These significant requirements included:
- Restrictions on cross-selling of other nonhealth insurance plans when discussing Medicare Part D.
- Obtaining written confirmation or a recorded phone call of the prospective customer’s agreement to discuss Medicare Part D prior to the actual appointment.
- A cooling-off period of 48 hours was required before the Medicare Part D sales presentation takes place.
- Taking annual training classes on Medicare and Medicare Part D, as well as taking a written proficiency test prior to selling the plan in 2009.
- Regulation of commission structure and payout, including the tracking/reporting of payment of every Agent to CMS.
CMS guidance requires that we stop marketing for plan year 2008 when we start marketing for plan year 2009. Plan year 2009 marketing will begin on Oct. 1, 2008. Therefore, the last date that UA Agents can market for plan year 2008 is Sept. 30, 2008.
